Joseph Testa joined the California Housing Partnership in 2022. As a Summer Research Intern, he supports the Partnership’s affordable housing preservation program and policy efforts to regulate middle income joint powers authority (JPA) developments through program evaluation and data analysis.

Prior to joining the Partnership, Joseph worked as a pro-bono consultant with the UC Berkeley Goldman School of Public Policy where he conducted a program evaluation of middle income JPA developments. Joseph is currently in the Master of Public Policy Program at UC Berkeley. Prior to attending graduate school, Joseph was a high school social science and history teacher for 12 years. He earned an M.A. in Political Science at San Francisco State University in 2012. Joseph also received a B.A. in Political Science and History from UC Berkeley in 2008.
