Justin joined the California Housing Partnership in 2025 as Associate Director of Policy Advocacy. In close coordination with nonprofit and government partners, as well as state housing leaders, Justin uses his two decades of experience in the field to help develop and advance a comprehensive agenda of legislative and regulatory solutions to the state’s affordable housing crisis.
Prior to joining the Partnership, Justin most recently served as the Chief Operating Officer and Vice President of Real Estate Development at Innovative Housing Opportunities, Inc. (IHO), where he oversaw acquisitions, business development and real estate finance, as well as day-to-day operations as a member of the executive team. Justin previously spent some time as a Principal Consultant with Be One Housing Group and nearly 20 years with Visionary Home Builders of CA, Inc. where he held roles spanning project management and executive-level leadership in technology, operations, development and finance. He received a B.S. in Computer Science from Cal Poly San Luis Obispo.
